장애여성과 비장애여성의 가정폭력 실태 비교분석

본 연구의 주요 목적은 장애여성과 비장애여성의 가정폭력 유형별 실태를 비교분석하는 것이다. 연구목적을 위해 2017년 한국여성장애인연합에서 조사한 여성장애인가정폭력실태조사 자료와 2016년 여성가족부에서 수행한 전국 가정폭력실태조사 자료를 활용하였다. 분석 결과, 2017년 기준 여성장애인 가정폭력 피해율은 57.4%로 10명 중 약 6명은 가정폭력을 경험하고 있는 것으로 나타났다. 이를 2016년 전 국민 대상 가정폭력 피해 조사결과와 비교해 보면, 지난 1년간 배우자로부터 경험한 가정폭력 피해율 12.1%보다 약 5배 정도 높은 비율을 보였다. 장애여성과 비장애여성의 가정폭력 유형별로 그 실태를 비교했을 때 성적 폭력이 비장애여성보다 15.4배 높아 가장 심각하였고, 그 다음, 경제적 폭력은 14.4배, 신체적 폭력은 10.7배, 정서적 폭력은 4.6배, 통제는 1.6배 순으로 조사되었다. 이로 인해 장애여성들은 비장애여성보다 상당한 수준의 가정폭력에 대한 공포심과 위협을 느끼고 있었으나 실제 가정폭력이 발생했을 때 아무런 대응을 못하는 등 소극적인 대응을 보이는 것으로 나타났다. 장애여성 중 30~40대, 지적장애가 있는 장애여성들은 모든 가정폭력 유형에서 통계적으로 유의한 결과를 보였다. 이와 같은 연구결과를 근거로 장애여성의 가정폭력을 근절할 수 있는 방안을 제시하였다.
Abstract
The purpose of this study is to comparatively analyze the actual situations of each type of domestic violence against disabled women and non-disabled women. To this end, this study used the 2017 fact-finding data on domestic violence against disabled women researched by the Korean Disabled Women Federation, and the 2016 fact-finding data on domestic violence nationwide researched by the Ministry of Gender Equality and Family. According to the analysis results, the damage rate of domestic violence against total disabled women based on 2017 was 57.4%, namely about 6 out of 10 disabled women experienced domestic violence. This showed five times higher than 12.1% of domestic violence damage rate from the spouses for one year in comparison with domestic violence researched nationwide in 2016. In comparison of disabled women with non-disabled women by domestic violence type, sexual violence was the most serious (15.4 times higher), followed by economic violence (14.4 times higher), physical violence (10.7 times higher), emotional violence (4.6 times higher), and control (1.6 times higher). Therefore disabled women felt quite higher level of fear and threat from domestic violence than non-disabled women; however they just showed passive responses including no response, when actual domestic violence occurred. Among the disabled women, those in their 30s to 40s and those with minor disability of intellectual disability by disability type showed statistically significant results in all domestic violence types. Based on the study results, this study presented measures to root out domestic violence against disabled women.
