단편의 형태로 발명된 영화는 1940년대 토키, 컬러, 장편영화 체제를 구축했다. 실험, 교육, 수련, 예술 등 주로 비상업적 측면에서 명맥을 이어가고 있음에도불구하고 단편영화의 효용성은 영화 탄생 125주년을 맞은 지금까지 유효하다. 독립된 작품으로서 가치와 함께 단편영화는 끊임없는 영화의 자가발전 가능성을타진하는 가장 유효한 방법론이기 때문이다. 프랑스는 기획, 시나리오, 제작, 마케팅, 배급, 상영, 해외수출에 이르는 전방위 단편영화 지원 정책을 운용하고 있다. 영화산업구조 안에 단편영화의 자리를마련하려는 정책적 노력이 엿보인다. 본고는 한국영화의 새로운 물결을 만들어낼 용광로로서 단편영화의 제작을 활성화하기 위한 방안 모색을 목표로 한다. 이를 위해 한국 단편영화의 현재를 살펴보고, 프랑스의 사례를 소개함으로써 단편영화 제작 지원 정책 대안을 제시한다.
Abstract
Cinema, invented in the form of shorty, established the talky, color, and full-length films system in the 1940s. Short films are continuing their prestige in terms of experimentation, education, and artistic presentation, mainly in non-commercial domain. Nevertheless, the effectiveness of short films is maintained until the 125th anniversary of the cinema's invention. This is because short films, along with value as an independent work, are the most effective methodology to explore the possibility of self-development of the cinema. France has been operating the full range of short film support system. It is a political effort to establish a place for short films within the structure of the film industry. This dissertation seeks to find ways to activate short film production that will lead to Korean films’ new era. It looks into the current problems of Korean short film environment through the case of France and suggests a new Korean-style short film support policies.
