프랑스는 최근 코로나로 영화산업이 어려워진 상황에서 기획개발 선별지원제도를 강화했다. 첫째, 프랑스 영화정책의 상징인 ‘아방스’ 제도에 감독의 두 번째나 세 번째 영화만을 지원하는 트랙을 추가했고, 둘째, ‘작가의 여정’ 지원제도를 신설하여 콘텐츠 유형에 대한 제한 없이 자료조사 단계부터 지원하기 시작했다. 본 연구는 프랑스 정부가 산업이 위축된 상황에서 오히려 새로운 영화의 제작과 신인 양성이라는 과감한 정책적 결단을 한 배경을 탐색했다. 이를 위해 프랑스 영화 진흥정책의 양대 산맥인 자동지원제도와 선별지원제도 각각의 기획개발 지원 시스템을 상세하게 분석했다. 결론을 통해 영화산업 위기라는 유사한 상황에서 프랑스와 다르게 기획개발 지원을 소극화한 한국 영화진흥 정책에 대한 시사점을 도출하고자 했다.
Abstract
In response to Covid 19 related challenges faced by the film industry, France has strengthened its selective support system for scenario development. First, it added a category to the ‘Avance’ to support directors’ second or third films. Second, it established the ‘Writer’s Journey’ program to support writers at the forefront of the creative process, regardless of the content type. This study explores how the French government was able to make such a bold decision to create new films and nurture new talent. To do so, it analyzes the history and contents of the automatic and selective support systems of French film policy. From these conclusions, we find implications for Korea’s film policy, which has made different choices in a similar crisis.
