장애대학생 교육권 보장을 위한 국내외 원격교육 지원 상황 연구

본 연구는 코로나19 시기를 통해 교육권, 건강권, 거주권 등 다양한 권리 측면에서 심각한 침해를 당하고 있는 장애대학생의 교육권 보장을 위해 국내외 원격교육 지원 상황을 파악하고자하였다. 이를 위해 국제기구, 교육부, 대학, 학습자, 교수자 측면에서 장애대학생 원격교육 지원과 관련된 내용들을 살펴보고 이를 바탕으로 국내에서 원격교육 지원 방안을 수립할 때 필요한시사점을 제시하고자 하였다. 이를 위해 국제기구의 권고사항, 교육부의 대응, 국내 대학의 원격교육 지원 계획 수립 사례, 장애대학생 학습자들을 위한 온라인 학습전략 사례, 장애대학생교수자를 위한 원격교육 콘텐츠 개발 지침 사례 등을 구체적으로 살펴보았다. 먼저, 국제기구에서는 장애인들의 교육권과 관련된 핵심 권고 사항을 국제사회에 제시하였다. 이런 국제사회의대응과는 별개로 우리나라 교육부와 대학에서도 장애대학생 원격교육 지원 계획을 수립하고자하였다. 이런 원격교육 지원 계획 수립의 노력들은 코로나19 대응 초기였던 2020년에 비해2021년에 더욱 커다란 적응과 변화를 보였다. 그러나 장애대학생들의 원격교육을 오랫동안 실행했던 다른 나라들에 비해 상대적으로 그 지침이나 계획들의 구체성이 떨어졌다. 반면에 해외의 장애대학생들을 위한 원격교육 지원 사례에서는 장애대학생 원격교육 학습자와 교수자를 위한 구체적인 학습전략과 콘텐츠 개발 지침이 마련되어 있었다. 이를 통해 다음과 같은 시사점을 얻을 수 있었다. 첫째, 장애대학생 원격교육을 오랫동안 실행해 온 여러 국가들의 구체적인원격교육 콘텐츠 개발 지침들을 검토해 볼 필요가 있다. 둘째, 장애대학생들을 위한 원격교육콘텐츠 개발은 대학 내 통합교육적 상황을 고려한 유니버셜 디자인을 기초로 하는 것이어야 한다. 셋째, 장애대학생들의 원격교육은 최대한 대면+비대면 혼합 가능 프로그램으로 개발되어야한다. 넷째, 교육부는 장애대학생들과 교수자들을 위한 보다 구체적인 지침을 제공해야 한다. 다섯째, 각 대학들은 자체 학습관리시스템을 활용할 때마다 필수적으로 요구되는 각종 소프트웨어 사용 방법에 대한 원격수업을 장애대학생들이 이용 가능하도록 준비해야 한다.
Abstract
This study was intended to investigate the situation of domestic and foreign distance education support for guaranteeing the right to education for students with disabilities who are experiencing serious difficulties through the COVID-19 period from the perspective of international organizations - the Ministry of Education - universities - learners – teachers. And, based on these contents, we tried to understand the implications when establishing a distance education support plan in Korea. To this end, we reviewed the recommendations of international organizations, the response of the Korean Ministry of Education, the case of establishing a plan to support distance education by domestic universities, the case of online learning strategy for learners, and the case of guidelines for developing distance education contents for professors. International organizations have made six recommendations regarding the right to education of persons with disabilities. Compared to 2020, the Ministry of Education and Universities in Korea showed great adaptation and change in the establishment of response strategies and distance education support plans in 2021. However, compared to other countries where distance education for students with disabilities has been implemented for a long time, the specificity of the guidelines and plans is much lower. In overseas cases, specific learning strategies and content development guidelines were prepared for distance education learners and instructors of students with disabilities. Through this, the following implications were obtained. First, in order to support distance education for students with disabilities, it is necessary to review the specific guidelines for developing content for distance education in countries that have been implementing distance education for students with disabilities for a long time. Second, the development of distance education contents for disabled university students should be based on universal design considering the integrated educational situation within the university. Third, distance education for students with disabilities should be developed as a program that can mix face-to-face + non-face-to-face as much as possible. Fourth, the Ministry of Education should provide specific guidelines for students with disabilities and professors. Fifth, each university should prepare for students with disabilities to use remote classes on how to use various software when using their own learning management system content pages.
