소셜믹스 개발의 실패 사례 연구: 이탈리아 롬바르디아주의 사업을 중심으로

소셜믹스 기법을 활용한 공공주택 개발은 빈곤의 집중화 현상 등 도심의 퇴락 문제를 해결하기 위한 정책적인 방법으로 제시되어 왔다. 소셜믹스와 관련한 다양한 성공 사례들이 제시되는 가운데, 이탈리아의 롬바르디아주에 속한 밀라노와 베르가모의 사업들은 소셜믹스 사업의 1차적인 목표 달성에 실패한 사례로써 분석의 가치가 있다. 이러한 측면에서 이 연구는 이탈리아의 소셜믹스 사업 실패 사례들을 분석하여 한국의 소셜믹스를 활용한 공공주택 사업에 대한 시사점을 제시하였다. 이탈리아 밀라노의 Abitare Milano 1 프로젝트는 도시 재건축 사업으로서, 베르가모의 준시장적 임대주택은 공공부문과 민간은 아우르는 주택 정책으로서 각각의 함의를 가지고 있다. 이 두 사례의 분석을 통하여, 개발 및 정책 추진 전 정확한 수요의 분석, 주민들 간 교류를 촉진할 수 있는 설계, 정책 목표 달성의 실패를 대비한 후속 조치의 마련 및 지속적인 평가 등 한국의 소셜믹스 개발 사업을 위한 몇 가지 시사점을 도출하였다.
Abstract
Social-mix has been suggested as a solution for urban problems including concentrated disadvantage and urban decay. While various projects has been introduced as successful cases, the current study focused on several Italian projects that failed to achieve the first goal of the social-mix projects. Abitare Milano 1 project of Milan, Italy, as an independent project, and Bergamo's quasi-market rental housing, as a housing policy, have unique implications on social-mix projects. Examining the projects, the current study suggested several implications on South Korean social-mix projects. These includes accurate analyses of housing demand, appropriate designs facilitating residents' interactions, and continual evaluations of the projects.
