Abstract
This paper analyzes the efficiency of social economy organizations participating in the Social Progress Credit (SPC) program of the Center for Social Value Enhancement Studies (CSES) and derives implications for improving management efficiency and realizing social value within the social economy ecosystem. The analysis is based on nine years of data from 2015 to 2023, utilizing the Data Envelopment Analysis (DEA) model for efficiency assessment. Considering the characteristics of social economy organizations and referencing existing literature, assets and selling & administrative expenses were selected as input variables for the DEA model, while sales revenue and social outcomes were chosen as output variables. The analysis of efficiency trends revealed instability in technical efficiency, pure technical efficiency, and scale efficiency due to fluctuations in initial government policies in 2015. Following a two-year decline from 2019 due to the impact of the COVID-19 pandemic, there was a temporary rebound in 2022 with the injection of stimulus measures. However, we observed a sharp decline in all efficiency measures starting in 2023, coinciding with budget cuts in the social economy sector. By specifically identifying efficient organizations, analyzing efficiency trends, and proposing improvement strategies through benchmarking target selection, this paper offers practical methods for simultaneously enhancing the management efficiency and social value creation of social economy organizations. This provides empirical and policy-based evidence for social economy organizations to achieve sustainability and simultaneously realize both social value and economic performance.
