본 연구는 강대국 경쟁 시대에 미국이 추진하는 군사혁신의 핵심 방향을 분석한다. 미국은 AI 기술을 기반으로 물리적 소모전에서 벗어나, 적의 의사결정 체계를 마비시키는 ‘결심중심전(Decision-Centric Warfare)’으로 패러다임을 전환하고 있다. 이러한 전환은 두 가지 축으로 구체화되고 있다. 첫째는 전 영역의 센서와 효과기를 AI로 연결하는 디지털 신경망인 ‘합동전영역지휘통제(JADC2)’의 구축이다. 둘째는 저비용·대규모 유무인 복합전투체계를 유연하게 조합하는 ‘모자이크전(Mosaic Warfare)’ 개념의 구현이다. 본고는 JADC2와 모자이크전의 결합을 통해 압도적 결심 우위를 확보하려는 미국의 미래 군사력 증강 방향을 심층 분석하였다.
Abstract
This study examines the key directions of U.S. military innovation amid the era of great power competition. The United States is using AI technology to shift its paradigm from physical, attrition-based warfare to 'Decision-Centric Warfare,' which focuses on paralyzing the enemy's decision-making process. This transition is being implemented along two main lines of effort. The first is building the Joint All-Domain Command and Control(JADC2), a digital neural network that uses AI to link sensors and effectors in every domain. The second is implementing the 'Mosaic Warfare' concept, which involves flexibly combining large-scale, low-cost teams of manned and unmanned systems. This study provides a deep-dive analysis of America's future military build-up, which seeks to secure decisive decision-making advantage by combining JADC2 and Mosaic Warfare.
