핵심역량과 국가 교육과정의 연계 방안: 문서상의 변화를 중심으로

본 연구의 주요 목적은 핵심역량과 국가 교육과정을 연계하는 방안을 탐색하는 것이다. 이를 위하여 역량기반 교육과정의 도입과 적용에 적극적인 국가나 지역의 교육과정 체제를 분석함으로써 모두 5가지의 연계 방안을 구안하였다. 이들 방안은 ① 국가 교육과정의 총론에서 핵심역량의 개발을 선언적으로 표방하는 방안, ② 총론의 교육과정 편제표에 가칭 ‘핵심역량 개발’을 신설하는 방안, ③ 총론에 제시된 핵심역량을 중심으로 교과 교육과정을 재구조화하는 방안, ④ 총론에 제시된 공통 핵심역량을 교과의 성격에 따라 선별적으로 적용하도록 하는 방안, ⑤ 교과별 고유 역량을 선정ㆍ개발하도록 하는 방안 등의 5가지로서, 총론과 교과 교육의 일관성과 다양성, 공통성과 특수성을 포괄할 수 있도록 구안되었다. 이어서 각 방안의 타당성과 적용가능성을 확인하기 위하여 교육과정 전문가들을 대상으로 2회에 걸쳐 전문가 의견조사를 실시하였다. 연구 결과 4안에 대한 동의 정도와 선호도가 가장 높은 것으로 나타났으며, 이어서 5안이 그 뒤를 따르고 있었다. 이러한 결과를 토대로 본 연구는 향후 국가 교육과정에 핵심역량의 개발을 반영하고자 한다면, 총론 수준에서 공통 핵심역량을 제시하되, 총론과 교과 교육과정의 연계에 있어서는 교과 고유의 성격과 자율성을 존중하는 방안이 고려될 필요가 있음을 제안하였다.
Abstract
The primary purpose of this study is to investigate how to relate the Korean national curriculum framework to core competencies. For this, based on an analysis of foreign cases, this study constructed five different approaches to reorganizing the national curriculum to base it on core competencies. It then conducted surveys twice in each of which 52 and 51 professional curriculum scholars and educators participated. Major findings show that the participants in the survey preferred a modest approach than a more radical one, which attempts to take a balance between the consistence among different subject areas and the unique nature of each subject area. Based on these findings, this study suggests that common core competencies the Korean school curricula pursue need to be explicated in the general guideline of the national curriculum. When connecting these common core competencies with subject area curriculum frameworks, it proposes a more flexible approach which allows subject area specialists to determine which competencies among the common ones to focus on. Along with these proposals, this study also proposes to develop curriculum materials, evaluation tools and instructional methods relevant for developing students’ core competencies.
