성취기준의 개념 혼란과 도덕과 성취기준 및 평가기준의 설정 원리와 방법

초록

성취기준은 제7차 교육과정 개정 시기에 교육과정 문서와 교육 담론에 새롭게 등장한 용어이다. 성취기준이라는 용어는 그 형성 배경과 이유, 지향하는 교육철학과 이념, 목적과 비전, 분석적이고 명료한 개념 정의가 결여된 채 제시되었고, 교과별 성취기준 연구․개발과정에서 의미의 상이성이 증가하였다. 그 결과 교사, 학자, 연구자들을 포함한 용어의 사용자들에게서 성취수준의 개념 혼란 은 중첩적 양상을 띠고 있다. 또한 평가기준은 기준설정 원리와 방법, 수준별 기준 진술을 위한 기 술어 및 그 활용방법에 대한 연구가 축적되지 않아 학교교육에서 제대로 적용되지 못하고 있다. 이 러한 현상은 도덕과 교육에서도 마찬가지로 나타나고 있다. 본 논문은 성취기준의 개념 혼란을 진 단하고, 윤리적 탐구와 성찰, 논술을 포함하는 다양한 평가방법의 적용 등 도덕과의 특성에 적합한 성취기준과 평가기준을 설정하는 원리와 방법에 대해 논의한다. 평가기준의 설정 방법으로 교육목 표분류에 따른 평가기준 설정, 학습자 발달 수준에 따른 평가기준 설정, 기술어의 활용을 통한 수 준별 평가기준 설정을 제안한다.

Abstract

The term of Achievement Standards was introduced in Korea by the process of policy borrowing from USA. Korea re-borrowed the concept of standards from USA that USA had borrowed from East Asian countries such as Japan, Korea whose educational system is centralized and standardized. The process of borrowing in Korea was not discretionary. A definition of that terms which was suggested by the concept borrower or concept former was not analytical, logical. And It was introduced without it's reason for borrowing or introduction, guiding philosophy or ideology, vision or goals. And so, since 1996 the concept of Achievement standards has been used in a confusing manner among various users such as teacher, researchers, concept borrower. To solve these problems good evaluation standards which describe the degree of knowledge and skills required of each achievement levels and method of writing achievement level descriptors should be developed. because good descriptors are instrumental to the validity and defensibility of the standard setting process.
