Abstract
Recently, our social studies educators have shown a renewed interest in the issues-centered social studies education. Because it has been recognized that the issues-centered social studies curriculum is really necessary to cultivate students’ thinking, and moreover achieve the social integration and fair society we all desire now. However, issues-centered integrated social studies textbooks available for secondary schools have not been developed until now. This paper investigates Harold Rugg’s integrated social studies textbooks design and development in terms of the selection, organization, and presentation of contents. Considering the school’s social studies curriculum should contribute to solving American problems, Rugg designed and developed his integrated social studies textbook series based upon both the social needs and the learning theories. It appears that his textbook development model is still effective in developing problem-based issues-centered integrated social studies textbooks today. If we are going to develop integrated social studies textbooks we will learn much from his model.
