산학협력 중개조직의 역할, 성과 및 한계: 대학-중소기업단체 간 산학협력협의회 사례를 중심으로, 2005-2010

초록

본 연구는 자원의존론적 접근을 통해 중개조직(대학-중소기업단체)들이 어떻게 그 역할을 수행하였는지 분석하고자 하였다. 이를 위해, 2005-2010년 사이 산학협력중심대학 산학협력협의회 사업에 참여한 대학과 4개 중소기업단체를 대상으로 사례연구를 진행하였다. 그 결과, 대학은 중소기업단체를 경유하여 중소기업들에게 지식이전, 정보 제공자 및 컨설팅을 제공하여 산학 네트워크의 주도적 기능을 하였다. 대학 전담조직의 전문성과 지속적 노력은 산학 신뢰와 네트워킹의 핵심요인이 되었다. 중소기업단체는 업종별 혹은 자체 특성에 따라 회원사들에게 필요한 사업을 추진하고, 회원사와 대학 간 연결기능을 하였다. 제조업 기반의 대학-중소기업단체 간 상호의존성은 여타 단체보다 높았으며, 상대적으로 활발한 상호작용과 성과를 보여주었다. 하지만 외적환경의 변화(정부의 정책)는 중개조직 간 상호의존성의 동인을 낮추었고, 중개조직 간 네트워크는 그 특성별로 변화하게 되었다. 중소기업단체의 내적 역량부족은 중재조직 간 협력의 제약요인이 되었다. 결론에는 연구의 요약과 시사점을 제시한다.

Abstract

This paper seeks to examine roles of intermediaries in university-business association collaboration and their performances and limitations. Employing resource dependence theory, this case study looks into the four councils at Kyungbuk national university. The university as a key intermediary organization played the pivotal roles in forming and boosting cooperative networks through technology commercialization, provision of new information, consulting. The business associations functioned to mediate between the university and their member firms. The performances of the councils were including commercialization, technological advices, counselling and the changes to collaboration networks. The most important factor affecting the establishment of university-business association networking was the university’s secretariat specialized in those collaborations. Nevertheless, some limitations were continued, such as manufacturing sector-oriented operations and low willingness of professors to participate in. In cases of business associations, low expertise, poor finance and lack of internal human resources made them difficult to keep university-business association network activities.
