전력산업 판매경쟁 도입과 관련하여 한국에서 명확한 입장이 정리되지않고 있으며, 해외 사례들에서도 그 평가가 엇갈리고 있다. 이런 상황에서본 연구는 요금인하 가능성, 원가구조를 반영한 배분적 효율성의 달성 가능성, 선택요금제 및 결합상품, 재생 에너지를 비롯한 신산업의 육성 등의 관점에서 판매경쟁의 효과를 검토하였다. 한국의 전력산업 현황을 고려할 때판매경쟁의 도입은 기대한 효과를 거두기 어렵고 다양한 부작용을 유발할개연성이 크며, 규제된 한국전력의 독점이 전력산업의 목표들을 달성하는데더 효과적일 수 있음을 논의한다
Abstract
There is no clear position in Korea regarding the introduction of retail competition in the electric power industry, and the evaluations are mixed in overseas cases. In this situation, this study examined the effects of sales competition in terms of the possibility of rate cuts, the achievement of allocative efficiency reflecting the cost structure, choice of plans by consumers, and the enhancement of new services and renewable energy. Considering the current electricity industry in Korea, the introduction of retail competition is unlikely to have the expected effect, and is likely to cause various side effects. The monopolistic KEPCO may be more effective in achieving the goals of the power industry.
