원자력발전소의 잠재적 위험성이 국내 주택가격에 미치는 영향: 후쿠시마 원전사고를 이용하여

본 연구는 국내 주택 시장에서 후쿠시마의 원전 사고 영향을 조사하기 위해 국토교통부가 제공하는 아파트 매매 실거래가 데이터를 사용했다. 후쿠시마 원전 사고 전후의 아파트 주택 가격 변화를 설명하기 위해, 부산 고리 원전 시설에서 가까운 ‘인근’ 지역(처치그룹)과 ‘원근’ 지역(통제그룹)의 주택 가격을 DID 추정법을 사용해 다음과 같은 결론을 도출했다. 첫째, 후쿠시마 원전 사고 발생은 아파트 주택 시장에 부정적인 영향을 미쳤다. 둘째, 2011년 4월부터 6월까지 3개월 동안 아파트 가격 하락이 단기적으로 나타났다. 특히, 2010년 4월(5월, 6월) 아파트 평균 가격을 기준으로 했을 때, 고리 원전에서 10km 이내에 위치한 아파트는 2011년 4월(5월, 6월) 동안의 아파트 가격이 통제그룹보다 평균 10%(11%, 12%) 정도 더 감소했다. 이러한 결과는 주택 시장에 참가하는 경제 주체들은 후쿠시마 원전 사고 외부 정보에 대한 위험 회피 행위를 자산 가치 변화로 실현했음을 보여준다.
Abstract
This study used data from real estate transactions provided by the Ministry of Land, Infrastructure and Transport to investigate the effect of Fukushima on the domestic housing market. In order to explain the changes in apartment prices before and after the Fukushima nuclear accident, we used the DID estimation method to estimate the house prices of the 'near' area(treatment group) and 'far' area(control group). As a result, we concluded the following. First, accidents at the Fukushima nuclear power plant had a negative impact on the apartment market in Pusan, Korea. Second, apartment prices declined in the short term for three months. In particular, based on apartment prices in April 2010, apartments located within 10 km of the Kori Nuclear Power Plant fell by an average of 10%(11%, 12%) on average in April 2011 compared to the control group. These results show that the economic agents participating in the housing market realized real estate value change in the housing market through risk avoidance behavior based on external information of Fukushima nuclear accident.
