선도 TLO 사업의 R&D 투자효율성 기여도 분석

본 연구에서는 2006년부터 시행된 「대학⋅연구소 선도 기술이전전담조직 지원사업(이하 선도 TLO 사업)」의 R&D 효율성 기여도를 분석하였다. 제1단계에서는 「국가연구개발사업 조사⋅분석」 자료를 대상으로 자료포락분석(DEA)를 활용하여 R&D 효율성을 측정하였다. 2단계에서는 토빗회귀분석을 통해 선도 TLO 사업의 수혜여부가 R&D 효율성 향상에 미치는 영향을 측정하였고, 이를 통해 선도 TLO 사업의 편익을 추정하였다. 분석결과 선도 TLO 사업은 2008년도 R&D 효율성을 13.3% 향상시켜 130억원의 편익을 발생시키는 것으로 추정되었다. 일반적으로 R&D 사업에 대한 편익은 해당 기술의 제품화를 통해 발생하는 부가가치나 기존의 공정의 대체에 의한 비용절감액을 통해 추정된다. 하지만 선도 TLO 사업처럼 직접적인 기술개발이 아닌 연구지원의 성격을 갖는 사업의 경우 본 연구에서 제시한 2단계 방법이 편익 추정의 대안으로 가능할 것으로 기대된다.
Abstract
This research examines the contribution of Leading TLO Program to R&D efficiency. In the first stage, R&D efficiency is measured at the project level within the framework of Data Envelopment Analysis. In the next stage, R&D efficiency is regressed on TLO dummy variable by using Tobit regression. Result shows that Leading TLO Program improved R&D efficiency at 13.3% in 2008 compared with in 2006, which is equivalent to reduction of R&D cost of 13 billion Korean Won. This approach can be used as an alternative way of measuring economical benefit from R&D program, differentiated from previous approaches such as value-added or cost reduction approach.
