Abstract
Urban entrepreneurs who present innovative solutions to various urban problems along with the urban turn of innovation are highlighted. In Korea's smart city model, the necessity of innovation, entrepreneurship, and private participation is being raised, but it is approached from the extension of the U-City, so there is a lack of discussion on what role urban entrepreneurs can play, what significance they have in solving urban problems, and what policy approaches are appropriate. Therefore, this study aims to conceptualize urban entrepreneurs in the context of smart cities, and how they interact with smart cities in terms of the sociotechnical transition theory and what policy environment is needed. In the lack of theoretical development of the urban entrepreneur phenomenon, an attempt was made to explore through a case study by establishing a framework for analyzing the characteristics of urban entrepreneurs in terms of corporate value orientation, target urban problems and niches, business types, regional scope and scale-up. From the results, it was emphasized that for the smart city to be realized successfully, the smart city itself should be a niche or an innovation space for the transition experiment toward the sustainable city and share the vision of the transition and cooperate to draw the collective impact.
