기술이전 전담조직(TLO)과 기술지주회사는 대학 기술사업화의 양대 핵심 축이라고 할수 있다. TLO를 보유하고 있는 대학의 79.1%가 기술지주회사 설립, 운영에 참여하고 있는등 기술지주회사 운영 대학이 지속적으로 증가하면서 TLO와 기술지주회사 간의 기능 중복문제, 조직 통합 필요성 등이 제기되고 있다. 본 연구에서는 대학의 기술사업화 조직 거버넌스에 대한 이론적 검토와 함께 해외 대학의기술사업화 조직 운영 사례를 살펴보고, 대학의 기술사업화 조직 형태 중 하나인 기술지주회사-TLO 통합형 조직의 필요성과 현실적 가능성을 분석하였다. 분석 결과 지식재산권 비용을 제외하는 경우 발명자 보상금 등을 제외한 기술이전 수익이 기술사업화 비용보다 많은대학의 비율이 24.5%로 추정되었다. 또한 TLO의 재정 자립도를 고려할 때, 통합형 조직으로전환 시 기술사업화 조직의 운영을 위한 수익원을 확보하는 효과를 기대할 수 있는 대학이존재함을 확인할 수 있었다.
Abstract
Technology licensing office(TLO) and technology holding company can be said to be the core axis of university technology commercialization. 79.1% of universities that have TLO are involved in the establishment and operation of technology holding companies. As the number of universities that operate technology holding company continues to increase, the overlapping of functions between TLO and technology holding company and the need for integration of the two organizations are raised. The purpose of this study is to examine the theory and cases of technology commercialization governance and to analyze the necessity and practical possibility of the integration of TLO and technology holding company. The principal result in this paper is that licensing revenue except compensation exceed commercialization expenses in approximately 24.5% of the universities. And, considering the financial self-reliance of TLO, it can be confirmed that there are universities that can expect to gain the revenue source for operating the technology commercialization organization when it is converted into the integrated organization.
