본 논문에서는 대학기술이전조직의 자립화에 관한 재정적인 차원의 지표개발 및 현황 분석을 중심으로 진행한다. 기존 TLO 지원사업의 한계 및 문제점을 고려할 때 TLO 재정자립도 진단지표 개발을 통한 실질적 재정 자립도 유도가 필요하다고 판단하며 이를 고려하여 자립화 지표개발 및 분 석을 진행하고자 한다. TLO의 조직 역량차원에서 그간 많은 연구가 있어왔으나 실질적인 재정적 차 원에서 추진된 연구된 부족한 것이 현실이다. TLO 자립화 지표 개발의 방향은 실질적인 TLO 자립 화 유도를 위해 TLO 평가지표에서 정량적 차원의 재정적 자립도 진단 지표를 구성하여 등급으로서 구분하도록 한다. 그간 평가 지표는 정성적 지표로서 TLO의 자립도 수준에 대한 명확한 파악이 어 렵고, TLO 스스로의 자립도 이해도 부족한 상황이다. 재정자립도 지표 구성의 내용은 TLO조직에 대해 재정적 자립도 지표를 구성하여 등급제 실시하고, 재정자립도 지표 측정항목은 수입과 지출 항 목으로 구분하고 이에 따른 분석을 하고자 한다
Abstract
This paper focuses on the development and status analysis of the financial dimension of the university technology transfer organization. In this study, we consider that it is necessary to induce substantial financial self - reliance through the development of TLO financial self - sufficiency index, considering limitations and problems of existing TLO support projects. Although there have been many studies on the organizational capabilities of TLOs, there is a lack of research that has been conducted on a practical financial level. In order to induce TLO self-reliance, the direction of development of TLO independence index should be classified as a class by constructing a quantitative diagnostic index of financial independence in the TLO evaluation index. The evaluation index is a qualitative indicator and it is difficult to clearly understand the level of self-reliance of the TLO, and the self-reliance of the TLO is insufficient. The contents of the financial self-reliance index constitute a financial self-reliance index for the TLO organization, and the financial self-sufficiency index measures are classified into income and expenditure items.
