디지털 경제로의 전환에 대한 요구가 증대되고 있는 시점에서 정부의 디지털 전환 투자의 성공적 추진을 도모하기 위해서는 지역 간 격차 및 불균형을 완화할 필요가 있다. 하지만, 디지털전환 등 한국판 뉴딜 정책들은 국가 차원의 전략적 과제를 발굴하고 탐색하는 데 초점을 맞추고 있다. 그에 따라, 지역맥락을 고려한 뉴딜 정책 추진과 지역 차원의 대응전략 수립에 관한 심도 있는 고민은 제한적인 상황이다. 이에 본 연구에서는 디지털전환 투자 확대에 따른 지역별, 산업별 생산 및 취업유발효과를 정량적으로 분석함으로써 대응전략 수립에 기반이 되는 주요 정량적 근거를 제시하고, 이를 바탕으로 지역 단위 디지털전환 정책 수립에 시사점을 제공하고자 하였다. 그에 따라, 지역단위 산업연관분석을 수행함으로써 디지털전환 투자에 따른 지역별, 산업별 파급효과를 추산하고자 시도했다. 분석 결과, 디지털전환에 따른 경제적 이득은 수도권이 비수도권보다 상대적으로 높은 것으로 나타났다. 이에 따라 향후 지역 격차 확대 및 지역 불균형 문제는 더욱 심각해질 수 있을 것으로 판단된다. 또한, 디지털전환이 가속화될수록 고용이 상대적으로 줄어들 수 있는 것으로 나타났다. 이에 노동대체 현상을 해소하고, 지역 내 인구 감소 문제를 해소하기 위한 정책적 대안이 필요함을 파악할 수 있었다.
Abstract
As the demand for the transition to the digital economy is increasing, it is necessary to alleviate the gap and imbalance between regions. So far, there has been lack of studies which cover in-depth discussions on the promotion of the digital transformation policies considering the regional context, technological capabilities, and other socioeconomic conditions. In this context, this paper attempted to present policy implications in elaborating the regional-level digital transformation strategies by quantitatively analyzing the production and employment inducement effects by region and industry induced by the digital transformation investments. As a result of the analysis, it is found that the economic benefits of digital transformation are relatively higher in the metropolitan area than in the non-metropolitan area. Accordingly, it is noted that the problem of widening the regional gap and regional imbalance may become more serious in the digital transformation era. In addition, it is found that as digital transformation accelerates, employment can be relatively reduced. Accordingly, it can be noted that policy alternatives were needed to solve the labor substitution phenomenon and to solve the problem of population decline in the region.
