Science of Science and Innovation Policy(SciSIP) Science of Science: Discovery, Communication, and Impact(SoS: DCI) Science for RE-designing Science, Technology and Innovation Policy(SciREX)
Abstract
This study reports the cases of the U.S. and Japan, which showed the scientification of science, technology and innovation policies trend from the 2000s, The programs are comparatively analyzed for a possible taxonomy. We categorize them by the user orientation and the level of research support. As a result, we found that the SciSIP and subsequent SOS:DCI programs have focused on novel academic research and fostering researchers, and the SciREX program emphasizes the cooperation within a established governance structure for evidence generation and utilization. Meanwhile, Korea's K2Base and NTIS are integrally managing statistics and policy data on R&D policies and projects. While the U.S. and Japanese cases aim to strengthen the theoretical and academic foundation of STI policy research and to support research communities, Korea remains at the practitioner’s dimension. This study points out that supporting programs to enhance research capabilities are necessary for the evidence-based approach in STI policies, and provides implications for designing a Korean version.
