본 연구의 목적은 선진국의 국가연구개발사업 평가사례를 대상으로 평가시스템의 구성요소 및 이들간의 관계를 분석하여 우리나라 국가연구개발사업 평가개선을 위한 정책적 시사점을 얻는데 있다. 과학기술이 국가 경쟁력에 미치는 영향이 커지고 국가연구개발사업에 대한 투자가 증대되면서 국가연구개발 사업의 성공 또는 실패가 국가 경쟁력 강화에 중요한 요소로 등장하게 되었다. 따라서 국가연구개발 사업관리의 효율성과 성과향상을 위해 사업의 전주기적인 관리와 체계적인 평가가 매우 중요하다. 본 연구결과 주요국의 국가연구개발사업 평가제도의 특징과 시사점은 첫째는 국가차원의 종합적이고 체계적인 평가시스템을 구축하고 있으며, 범부처 차원의 정책조정과 평가결과의 활용을 제고하기 위한 다양하게 이루어지고 있는 평가들의 수직적･수평적 연계 메카니즘을 구축하고 있다는 점이다. 둘째는 평가과정 및 방법 측면에서 연구개발사업의 특성과 사업의 목적을 반영한 정성적 측면의 평가를 강조하고 있으며, 평가정보의 공유 및 확산을 위해 평가정보 DB구축과 네트워크 구축을 통해 평가정보를 공유하고, 성과확산을 위한 노력이 이루어지고 있다. 셋째는 평가결과의 활용 측면에서 사후 추적평가의 제도적인 구축과 평가결과와 예산을 연계시키고, 평가결과의 정책적 활용을 위한 제도적인 인프라를 구축하고 있다는 점이다.
Abstract
This paper aims to draw policy implications for improving the evaluation systems of national R&D programs in Korea by analyzing the evaluation cases of national R&D programs in developed countries. Success or failure of national R&D projects emerged as an important factor in strengthening national competitiveness as the impact of technology on national competitiveness grew and investment in national R&D projects increased. Therefore, a full cyclical management and a systematic evaluation of R&D project are important to improve efficiency and performance of the projects. The result of this research are as follows. First, the characteristics and implications of the national R&D evaluation system in major countries are to establish a comprehensive and systematic evaluation system at the national level, and to improve policy coordination and utilization at the pan-ministerial level. Second, in the aspects of evaluation process and method, evaluation of qualitative aspects that reflect characteristics and purposes of R&D projects is emphasized and evaluation information is shared and distributed through assessment information DB and network establishment, and efforts to spread the research results are being made. Third, the characteristics of each national evaluation system in terms of the utilization of the evaluation results are that it links the systematic implementation of the follow-up assessment with the budget and established an institutional infrastructure for the policy utilization of the assessment results.
