Abstract
Regional Research and Development (R&D) Activities play a crucial role in national development, and with the increase in government R&D budgets, the allocation of these budgets to regions has also been continuously rising. Therefore, to ensure a professional budget distribution by the central government, it is essential to establish a fair distribution strategy based on the efficiency of regional R&D. Although numerous studies have compared regional R&D efficiency using Data Envelopment Analysis (DEA), they have faced limitations such as unrealistic results or the failure to consider differences in input factors among regions. To overcome the limitations of DEA, this study introduces a new DEA-AR(Assurance Region) model that incorporates the concept of Assurance Region into the efficiency analysis of Decision Making Units (DMUs) with nonhomogeneous input factors. The results indicate that the proposed model shows significant differences in efficiency measurement for specific regions compared to traditional efficiency comparison models. This suggests that considering the unique resources and characteristics of each region is important for efficiency analysis. Furthermore, as the proposed methodology enhances the practicality of the analysis results, it can be utilized as a key reference when the central government strategically allocates regional R&D budgets. This study presents a new methodology for analyzing regional R&D efficiency and offers important academic and policy implications for increasing the fairness and effectiveness of R&D budget allocation.
