박문수는 많은 암행어사 설화의 주인공이다. 박문수가 암행을 한 것은 1727년 영남별견어사 때였다. 별견어사는 영조대 특별히 파견된 어사로 백성을 편안하게 안심시키는 安集, 진휼을 감독하는 監賑 업무와 함께 暗行하며 수령을 감찰했다. 반면 박문수가 후일 맡았던 영남감진어사, 북도진휼사, 영남균세사 등은 일반적 어사로 볼 수 없는 당상관 직책이다. 비변사 句管堂上 직위를 갖고 영남감진어사, 북도진휼사로 파견된 것이었다. 당시 박문수는 별견어사 활동 직후 이인좌의 난을 평정하는 큰 공을 세워, 영남관찰사로 고속 승진한 상태였다. 영남균세사도 1750년 균역법이 시행됨에 따라 60세 의 나이에 부족한 국가 재원 충당을 살피기 위해 파견된 고위직이었다. 결국 박문수가 암행어사 역할을 한 건 영남별견어사가 유일했다. 그는 공주 향리 생활로 백성들 어려움을 잘 알았다. 이 경험을 토대로 인사, 세정, 군정, 형정 등에 대한 여러 개선안을 냈다. 왕족들이 미개간지를 선점해 수조권을 행사하는 折收에 대한 개혁도 과감히 진언했다. 별견어사 업무지침[節目]은 “수시로 암행하여 민간의 어려움을 탐문하되, 불법 수령은 파직시켜 각 읍을 숙연하게 하라”고 지시했다. 이에 따라 박문수는 철저한 염찰 업무를 수행했다. 수령 41명을 조사해 13명의 파직을 이끌었다. 박문수는 암행어사로 임명된 적은 없지만, 암행어사는 물론이고 다른 일반어사 역할까지 했다. 영조의 愛民의지를 널리 펴기 위해 별견어사직을 충실히 수행한 것이다. 이를 통해 박문수가 많은 암행어사 설화 속 주인공이 된 배경의 일단을 이해할 수 있다.
Abstract
Park Moon-soo is the epitome of the tale of Secret Royal Inspector. It was in 1727 when Park Moon-soo went on a secret trip during the reign of Yeongnam(嶺南) Byeolgyeon-eosa(別遣御史: The Specially Dispatched Royal Inspector). Byeolgyeon-eosa was a Eosa specially dispatched for Yeongjo period. Along with the task of comfortably reassuring the people and supervising Jinhyul(賑恤:famine relieving), he secretly inspected local government officials. On the other hand, the positions of Yeongnam Gamjin- eosa(監賑御使), Bukdo Jinhyulsa(北道賑恤使), and Yeongnam Gyunsesa(均稅使), which Park Moon-soo later took, were not considered general Eosa. Yeongnam Gamjin-eosa and Bukdo Jinhyulsa were high-ranking Local supervisor. Yeongnam Gyunsesa was dispatched to supplement the insufficient financial resources after the Gyunyeok Act(均役法) was enforced in 1750. Immediately after his activities as The Specially Dispatched Royal Inspector, Park Moon-soo made a great contribution to Lee In-jwa's Rebellion and was promoted vertically to Yeongnam Regional Minister. In the end, Yeongnam Byeolgyeon-eosa was the only one that Park Moon-soo played the role of Secret Royal Inspector. He was well aware of the difficulties of the people through his life in Gongju country house. Based on this experience, various improvement plans for personnel, tax, military administration were proposed. The work guidelines of Byeolgyeon-eosa instructed, “Do a secret visit from time to time to investigate the civil difficulties, and dismiss illegal local officials to make the town nervous.” Accordingly, Park Moon-soo carried out thorough secret inspecting work. 41 local officials were investigated and 13 were dismissed. Park Moon-soo has never been appointed as Secret Royal Inspector, but he also served as Secret Royal Inspector as well as other general Royal Inspector. He faithfully performed Byeolgyeon-eosa position to fulfill King Yeongjo's will to love people. Through this, you can understand the background of Park Moon-soo becoming the main character of Secret Royal Inspectort in the story.
