Abstract
This paper examines the trends of local power in Wonju during the late Joseon period and the role of Chunghyosa (忠孝祠), which enshrines Hwang Mujin (黃戊辰). It highlights the limitations of existing research that has primarily focused on Sajok-centered local governance. In late Joseon Wonju, local power comprised central-oriented Sajok (士族) and local administrative forces, including officials, Yeongni (營吏), and Hyangni (鄕吏). Due to its proximity to Seoul and the presence of the Gangwon Gyungyoung (Gangwon Provincial Office), Wonju was characterized by a weak Sajok organization and a strong administrative presence. From the late 17th century, the social status of Yeongni and Hyangni rose as the rigid status system weakened and state-led local governance policies were implemented. At the same time, the Changwon Hwang clan of Wonju rose to Sajok status after Hwang Mujin was honored in 1634 and 1653 for his loyalty. The clan established a village in Golmunaegi, Munmak, and in 1721, built Chunghyosa with the support of the local community. Yeongni and Hyangni groups strengthened their influence by treating Chunghyosa as their own Ijoksawoo This political maneuver was a strategic effort by the non-Sajok class to enhance their social authority and secure a foothold in the local community. Their active participation in its management is documented in records such as ChungHyosa Yeonggeon Bujo Jwamok (忠孝祠營建扶助座目) and ChungHyosa Jeolmok Byeongseo (忠孝祠節目并叙), as well as in the 1789 Chunghyosa Hyangjeon (鄕戰). This involvement helped transform the commemoration of Hwang Mujin from a private memorial into a large-scale regional project. The case of Wonju demonstrates that late Joseon rural society operated not only under the influence of the Sajok but also through the active engagement of state authorities and non-Sajok groups, highlighting the broader and more complex nature of local governance in this period.
