국내 공공기관의 GWP(Great Work Place) 도입·운영사례와 성과에 관한 연구 : 2개 전력발전소를 중심으로

초록

본 연구는 조직문화 측면에서 GWP 수상 기관들의 GWP 도입․운영 사례와 성과를 분석하였다. 2000년 이후, 조직문화 개선의 일환으로 우리나라에 소개되어 민간기업은 물론 공공기관들이 도입․운영하고 있는 GWP(Great Work Place)는 ‘훌륭한 일터’, ‘일하기 좋은 직장’이란 뜻으로, 조직 내 상사-부하간의 신뢰(Trust)가 높고, 회사와 업무에 자부심(Pride)이 강하며, 조직 구성원들이 재미(Fun)있게 일하는 회사로, 이를 기반으로 다른 회사에 비해 고성과를 올리는 회사를 말한다. 이를 위해, 본 연구는 국내 공공부문에서 GWP 수상 기관으로 선정된, 전력발전소 두 곳을 대상으로, GWP 구성요소인 ‘신뢰’와 ‘자부심’, ‘재미’ 측면에서, 전력발전소들이 추진한 GWP 사례들을 살펴보고, GWP 추진 사례의 성과들을 제시하였다. 사례분석 결과, 전력발전소들은 GWP 도입이 필요한 명확한 배경과 목적의식을 통해, 조직 구성원들이 GWP 개념을 이해하고, GWP 구성요소를 실천할 수 있는 제도를 마련하여 실행함으로서, 조직 내 GWP 조직문화가 정착되는 성과를 얻고 있었다. 본 연구의 결론에서는 전력발전소 두 곳의 GWP 도입․운영 및 성과모델을 통해 GWP 도입․운영에서 성과 도출까지의 과정을 설명하였고, GWP 도입․운영이 성공 할 수 있었던 다섯 가지 요인을 정리함으로써 공공기관 CEO들을 위한 전략적 시사점을 제시하였다.

Abstract

This study analyzed the GWP implementation and utilization cases of GWP award recipient organization from the aspect of organizational culture. The term GWP (Great Work Place) which was introduced in Korea from the year 2000 as a part of improvement of organizational culture and has been adopted by many Private & Public companies. GWP, that is to say ‘a great workplace to work for’ refers to that achieve high business performance by establishing excellent organizational culture that is based on high trust between superior & subordinate, strong pride in company and fun of working that is felt by employees. Accordingly, this study examined the GWP cases implemented by power stations from the aspect of ‘trust’, ‘pride’ and ‘fun’ that are GWP components upon selecting two power stations that received GWP award in the domestic public area. In addition, it presented the outcomes of GWP implementation cases. The results of this research showed that the public institutions firmly established GWP organizational culture and system within organization by allowing employees to understand the GWP concept and purpose for implementing GWP. In conclusion, it presented the GWP implementation & utilization models of the two power stations to explain the process from GWP implementation & utilization to outcome deduction. In addition, five success factors of GWP implementation and utilization model for the power stations were identified.
