본 연구는 4차 산업혁명의 변화에 맞춰 지역의 산업 경쟁력 강화 및 경제 활성화를 위한 산업협력 방안에 대한 정책적 함의점을 도출하고자 한다. 지금의 4차 산업혁명은 지방자 치단체 중심으로 지역 내 혁신자원들의 유기적 결합을 통한 혁신역량강화가 전제되어야 한다. 또한 지역 내 상호작용 체계를 통한 새로운 사업 기회 창출과 혁신적 생태계 구축이 필요하다. 이러한 연구배경으로 포항지역의 산학협력에 대한 사례연구를 통해 지역의 산학협력체계 개편 방안을 도출하였다. 연구결과 먼저 포항의 R&BD혁신 플랫폼 구축을 통한 지능형 융복합지원체계의 구축이 필요함을 규명하였다. 그리고 기업지원 통합 플랫 폼 구축을 통해 기업 간 연계활성화 프로그램의 강화 및 기업부설연구소 활성화 방안이 요구된다. 마지막으로 지자체 차원에서의 수요기반형 ‘사회문제은행체계’ 구축을 위한 데이터 플랫폼을 구축하여 지역을 테스트베드로 활용하여 창업 및 스타트업이 활성화 될 수 있는 다방향 연계 시스템으로의 전환이 필요하다. 이러한 방안들은 산업변화의 시기에 지역의 특성을 고려한 제4세대 보육센터로 지역의 새로운 성장모델을 갖추어 나갈 수 있는 중요한 성장토대가 될 것으로 사료된다.
Abstract
This study aims to derive policy implications for industrial cooperation measures to strengthen the competitiveness of local industries and revitalize the economy in line with the changes of the fourth industrial revolution. The present fourth industrial revolution should be based on strengthening innovation capacity through organic combination of innovative resources in the region with local governments at the center. It also needs to create new business opportunities and build innovative ecosystems through regional interaction schemes. With such a research background, a case study on industrial-academic cooperation in Pohang was conducted to draw up a plan to reform the industrial-academic cooperation system in the region. The research result first identified the need to establish an intelligent convergence support system through the establishment of an R&BD innovation platform in Pohang. In addition, measures are required to strengthen the inter-company linkage activation program and activate the corporate subsidiary research center through the establishment of an integrated corporate support platform. Finally, it is necessary to establish a data platform for the establishment of demand-based 'social problem banking system' at the local government level and use the area as a test bed to switch to a multi-way linkage system where start-ups can be activated. These measures are believed to be an important growth platform for the new growth model of the region as the fourth-generation childcare center, which takes into account regional characteristics in times of industrial change.
