초록

본 연구는 ESG (환경, 사회, 지배구조) 경영이 기업의 재무적 이익을 증대시킬 수 있을 뿐 아니라 사회 전체에 공공재(public-good)를 제공할 수도 있다는 점에 주목하여 공기업의 ESG 리더십 및 전략을 분석한다. 공기업은 국가 경제의 필수적인 부문들을 제공하므로 ESG 경영은 공기업 경영인이 공기업의 특수성을 반영하여 지속가능한 발전을 도모할 수 있는 중요한 수단 으로 부각되고 있으며, 적극적인 ESG 이행은 타 산업과 민간기업에도 긍정적인 영향을 줄 수 있다. 그러나 방대한 양의 민간기업 ESG 관련 연구에 비해 공기업의 ESG 연구는 미흡한 편이다. 본 연구는 공기업 경영에 ESG를 도입하는 것의 의미와 필요성을 공기업의 특성을 고려해 제시하고, 실질적으로 공기업 경영인이 사회의 지속가능성 목표에 기여할 수 있도록 공기업의 ESG 적용 및 평가 기준을 비전화, 지표화, 공시의 세 가지 측면으로 설명한다. 이 세 가지 기준으로 공기업의 가장 주요한 사업 부문 중 하나인 에너지 공급 부문의 ESG 전략 및 실천 사례들을 비교 분석한다. 공기업이 국가 경제에서 차지하는 비중이 큰 프랑스와 한국의 에너지 공급 공기업인 EDF와 한국전력공사의 사례를 분석한 결과 두 공기업이 환경적 목표를 중심으로 한 ESG 전략을 수립하고 있는 반면 사회적 책임과 지배구조 측면에서는 명확한 비전과 전략이 부족하다는 한계를 발견했다. 이에 따라 공기업이 시민사회와의 협력을 통해 사회적 책임과 지배구조를 강화하고, 이를 체계적으로 모니터링할 필요성을 강조한다. 본 연구는 공기업의 ESG 경영이 타 산업과 민간기업에도 긍정적인 파급효과를 미칠 수 있음을 시사하며, 공공부문의 ESG 리더십에 대한 이론적 및 실무적 기여를 제공한다.

Abstract

This study analyzes the ESG (Environmental, Social, and Governance) strategies of state-owned enterprises (SOEs), emphasizing that ESG leadership and management not only has the potential to increase a company's financial profits but also provides public goods to society as a whole. Given that SOEs are responsible for essential sectors of the national economy, ESG management emerges as a critical means of promoting sustainable development that reflects the unique characteristics of SOEs. Proactive ESG implementation in SOEs can also have positive spillover effects on other industries and private enterprises. However, despite the vast body of research on ESG in the private sector, studies focusing on ESG in SOEs remain insufficient. This study explores the significance and necessity of introducing ESG leadership and management into SOEs, considering their distinctive attributes, and proposes a framework for applying and evaluating ESG in SOEs through three key aspects: visions, indicators, and disclosure. The research compares and analyzes the ESG strategies and practices in one of the most critical sectors for SOEs—energy supply—by examining the cases of France’s EDF and Korea’s KEPCO. The findings reveal that while both SOEs have established ESG strategies primarily focused on environmental goals, they lack clear visions and strategies in the areas of social responsibility and governance. Therefore, the study emphasizes the need for SOEs to strengthen their social responsibility and governance through collaboration with civil society and to establish systematic monitoring mechanisms. The study provides both theoretical and practical contributions to the discourse on public sector ESG leadership and management.
