본 연구는 ESG가 공공기관의 경영평가에 어떻게 반영되어 있고, 그것의 문제점은 무엇이며, 또한 ESG 전략은 어떠해야 하는지를 제시하고자 하였다. 이를 위해 주주자본주의를 넘어 이해관계자 자본주의 관점에서 접근하였다. 연구결과 다음과 같은 문제점을 발견하였다. 첫째, 공공기관 경영평가 지표에서 ESG지표를 체계적으로 도입하고 있지 않다는 점이다. 둘째, 공공기관의 경영평가 결과와 ESG 등급간에 일치하지 않는 특징을 보이고 있다. 셋째, 공공기관 기관장의 ESG에 대한 이해와 리더십이 미흡하다. 넷째, 공공기관의 ESG 정보공시가 다소 늦게 추진되고 있다는 점이다. 다섯째, ESG경영을 뒷받침할 수 있도록 법제화가 요구되며, 컨트롤타워로서 전담부처가 설치될 필요가 있다. 이를 해결하기 위한 공공기관 ESG 전략으로 첫째, 현재의 공공기관 경영평가제도를 ESG 중심으로 통합하여 재설계할 필요가 있다. 둘째, 공공기관 입장에서는 각 기관의 실정에 맞게 전략적으로 ESG를 도입하는 것이 필요하다. 특히 공공기관의 경영평가보고서는 국제적인 기준에 따라 작성하고, 이를 반드시 UN SDGs와 연계되도록 함으로써 목표와 수단 사이의 정합성을 높이는 것이 필요하다. 끝으로, ‘ESG기본법’ 제정 등 각종 ESG 관련 제도개선이 요구되고 있다는 것이다.
Abstract
This study aims to present how ESG factors are reflected in the management evaluation of national and local public institutions from the perspective of stakeholder capitalism, and what are their problems and ESG strategies. As a result of the study, the following problems were identified. First, ESG indicators are not systematically introduced in the management evaluation index of public institutions. Second, it shows a characteristic of inconsistency between the management evaluation results of public institutions and ESG ratings. Third, in order for public institutions to introduce ESG management, it is necessary to have an understanding of ESG and leadership from the CEO of the institution. Fourth, ESG disclosure by public institutions is being promoted rather late. Fifth, legislation is required to support ESG management, and a dedicated ministry is needed as a control tower. ESG strategies to address these issues include: First, in order for ESG management of public institutions to be effectively operated, it is necessary to integrate the current management evaluation system of public institutions with an ESG focus. Second, it is necessary for public institutions to strategically introduce ESG according to the actual situation of each institution. In particular, it is important to prepare management evaluation reports of public institutions in accordance with international standards and ensure that they are linked to the UN SDGs to enhance the consistency between goals and means. Third, it is necessary to improve various ESG-related systems, such as the enactment of the 'Framework Act on ESG'.
