초록
This paper examines why the PRC changed the One-China principle after 2002. One-China principle has been a foundation for the PRC’s Taiwan policy from its establishment and it had implied the PRC-centered peaceful unification until the 1990s. However, starting from Jiang Zemin's Report at the 16th party congress in 2002, the PRC accepted Taiwan’s longstanding view which emphasizes both the mainland and Taiwan equally belong to the One-China. Considering Taiwan’s strengthening pro- independence movement with the new President Chen Shui-bian, and the expanding military and economic resources between the two-sides, why did the PRC moderate its interpretation on the One-China? In order to answer this question, this paper borrows Habeeb’s discussion on the asymmetrical negotiation and analyzes the issue-specific power on the One-China issue between two sides.
