울리히 벡의 ‘성찰적 근대화론’ 비판 - 성장의 사회 압력에 의한 행위의 관점에서 -

독일의 사회학자 울리히 벡은 성찰적 근대화론을 주장하면서 유명해졌다. 그러 나 그가 주장하는 것과 다르게 성찰적 근대화는 현실에서 관찰되지 않고 있다. 울 리히 벡의 주장과 현실 사이에 간격이 존재하고 있는 것이다. 이 논문에서는 그 이유를 시장의 사회압력과 확대재생산율의 지배에서 찾고 있다. 시장의 사회압력, 확대재생산율의 지배는 잔여위험을 여전히 생산하게 만들고 있다. 여전히 무반성 적 근대화가 진행되고 있는 것이다. 울리히 벡의 반성적 근대화론은 현실에 기반한 이론이 아니라 미래에 일어나야 할 변화를 투사한 것이다. 그러나 그는 반성적 근대화가 미래에 일어나야 할 변화 로 기술하지 않고 현재 진행형으로 기술하면서 많은 오해를 불러일으키고 있다. 위험에 대한 인식의 확산에 의해서 반성적 근대화가 진행될 것이라는 그의 주장이 받아들여지고 있는 것이 그 예이다. 경제성장이라는 목표달성의 부산물이었던 위 험초래나 환경파괴와 같은 잠재적인 부수효과를 더 이상 양산하지 않게 된다는 그 의 주장이 받아들여지고 있는 것이다. 그러나 그의 주장과는 다르게 환경위기가 가속화되고 있다. 물론 환경인식이 높아지고는 있는 것은 사실이지만, 잠재적인 부수효과의 생산이 줄어들기는커녕 오히려 증가하고 있다. 그 이유를 본 논문에서는 경제성장의 사회압력의 작용 때 문인 것으로 설명한다. 즉 벡의 주장과는 달리, 위험감수는 선택이 아니라 평균적 인 이윤율과 평균적인 생활수준의 사회압력에 따른 강제에 의한 것으로 분석한다.
Abstract
The German sociologist Ulrich Beck became well-known by proposing 'reflexive modernization theory.' However, unlike his expectations, reflexive modernization itself is not empirically observed. From the social pressure of market and the ruling of expanded reproduction rate, I try to find the reason for that a gap exists between reality and arguments of Ulrich Beck. The social pressure of market and ruling of expanded reproduction rate still produce residual risks. They keep non-reflexive modernization going. Reflexive modernization theory by Ulrich Beck is not based on the reality, but project changes which must proceed in the future. However, the theory causes a lot of misunderstandings as he describes the reflexive modernization by present tense. He said that the reflexive modernization will proceed by the accumulation of risks and the expansion of risk recognitio, and that potential residual risks are not dependent on the goal of economic growth. Such kinds of his arguments are accepted as an actual description of the real world. However, unlike his arguments, potential accompanying effects are gradually increasing instead of decreasing, despite that environmental consciousness is raising with the accelerating of environmental risks. In this paper, I argue that accepting risks is not a choice, but a compulsion by the social pressure for keeping average profit and growth rate.
