Abstract
It is fair to state that civil society organizations (CSOs) involved in international development cooperation in South Korea have been experiencing the limited voluntarism in the sense of both the short history of their presences and unrefined division of functions. The role of ‘supporters’ for development cooperation projects which are designed by governmental agencies has been long the mainstream of state-society relations in the field of international development. However, more attention should be paid to the recent move of emerging development CSOs, which represents the function of ‘advocates’ against government policies at the level of policy-making and implementation as well by challenging and monitoring their donor-driven nature of aid projects. In this regard, this study sets out to review critically the existing frame evaluating the Korean development CSOs via too simplistic dichotomy of service delivery and political advocacy. On the other hand, this study aims to provide a new perspective for the Korean contexts through an integrative frame on the basis of historicity, totality and accountability. Moreover, the further task in this study includes an analysis of development CSO’s identity transformation from supporters to advocates via not only what kind of institutional channels they are able to utilize but also how they can reinforce their new roles as political protectors for the rights to development.
