세계 대공황기 미국과 일본의 대응전략: 구성주의적 평가

이 글은 1929년에 시작된 세계 대공황 시기에 미국과 일본이 취한 정책들을 분석하여 그것이 그 뒤 양국의 사회변화 과정에 미친 영향을 파악하려는 의도를 담고 있다. 이 글은 우선 세계 대공황을 과잉 생산과 투기 과열, 과소소비 등의 현상적 특징으로 설명하는 기존의 논의들을 넘어 그것이 제1차 세계대전의 불완전한 해결과 세계 경제의 재편과정에서 나타난 불협화음의 결과라는 세계사적 관점에서 보고자 하였다. 또한 이 글에서는 이러한 세계 대공황에 대한 장기적인 대응과정에서 나타난 미국과 일본의 정책상의 차이가 제2차 세계대전 발생의 한 원인이 된다는 점을 밝히고자 하였다. 제2차 세계대전이 아시아의 전후 질서를 재편하는 데 결정적이었다는 점에서 세계 대공황에 대한 미국과 일본의 대응 전략은 아시아의 현재를 이해하는 데도 중요한 선행요인으로 분석되어야 하는 것이다.
Abstract
With analyzing the policies taken by the United States and Japan in the Great Depression begun in 1929, this article has the intention to compare their influences on the social changes thereafter in both countries. Beyond the existing discussions explaining the Great Depression as phenomenal characteristics including overproduction, overheated speculation and underconsumption etc, this article tried first to review it at the long-term constructivist viewpoint as an dissonant result that had appeared in the incomplete settlement of the First World War and the reorganization process of world economy. In addition, this article tried to show that the differences in the policies of the United States and Japan in the Great Depression period provided a background for the Second World War.
