Abstract
The purpose of this study is to illuminate the reason why the Self-Evaluation Institution fail to operate properly. The existing studies focus mainly on the design of Self-Evaluation System, thus they cannot provide a plausible explanations about the cause. To overcome the limitations of the existing studies, this Study examines the implementation factors to influence the Self-Evaluation Institution with the perspective of policy implementation. According to the analysis result, implementation factors such as evaluators competences, supports by related interests, incentive systems, and legal-institutional instruments are major factors to influence the implementation performance of the Self-Evaluation Institution.
