Abstract

Since the implementation of Local Autonomy System in 1991, Local Authorities have satisfied the local residents' need of public welfare through the partnership of local community welfare centers. This study put the emphasis on the community welfare centers' partnership in Daejeon Metro City. The purpose of this study analyzes relationship between local government and community welfare center through network approach. A network approach to this study would look at relational tie among organizations in order to better understand their relational contents. A Social network refers to individual's interactions with others. Therefore, networks analysis concentrate on actors' relation attribute, that. is network property. To analyze relation of local government and community welfare center, variables selected are relational content, reciprocity, frequency of contact and duration for interactional property. And direction, distance, and dispersion variables are selected for structural property. The results of this study are as follows. First, interactional properties of local government and community welfare center are statutory ties, long-term duration, and strong reciprocity with frequency of contact. Second, structural properties are interconnected direction, multiple accessibility and diverse dispersion. This study imply that the community welfare center has met local people's welfare needs, but has to solve problems such as funds and accountability.
