인사청문회제도에 대한 연구

Abstract

Most countries don't take a serious view of need for personnel hearing system because they take parliamentary government system, but the system fulfil its function in United States, which take presidential government system. Hearing system has originated from principle of 'due process of law of private law and become fixed for parliamentary control of powers and 'check and balances of powers' under presidential government system, therefore it gives satisfactory results to presidential governments. Presently, the country in which the personnel hearing system is successfully implemented is United States, and recognized as an important factor of success in the system of the president centered government form. Through the personnel hearing system, when the ability, prior resume, the sense of value, consciousness of job ethics, vision on the future, believes in the policy matters, honesty on tax returns etc of the person to be appointed are inspected in advance, the errors on the personnel could be drastically reduced. The purpose of this study is to prepare a comprehensive improvement plan based on the systematic analysis of confirmation personnel hearing system in korea.
