Abstract
Governance on Intergovernmental Relations has three elements. That is power dependency, market principle, and networking. This study analyzed governance structure and process of three cases on regional level, the case of Jollabuk-do provice. The finding of this study is that three governance elements are found in all cases of horizontal level relations. But, in vertical level, governance structure is not found, the power control and authoritative implementation is preventing the problem solving beween government. But, finally, they turned out to be a governance structure for effective conflict managing. Policy implications of this study is that governance is useful tool for problem solving in Intergovernmental Relations.
