Abstract
The first purpose of this study is to analyze whether or not the decision-making of Seoul Metropolitan Government is incremental, based on two key concepts of incrementalism, "base" and "fair-share," through regresssion and descriptive analyses. Even though it is found that there are differences among the analysis methods, units, years, and functions, we cannot conclude that the decision-making was always incremental since the mayors of Seoul had been elected. The second purpose of the study is to analyze the differences among three elected mayors of Seoul, Cho Soon, Ko Kun, and Lee Myung-bak, in terms of policy orientation through ANAVA and t-test. The findings are as follows; First, the ratio of general affairs administration expenditure in Mayor Cho's term was higher than that of Mayor Ko and Lee. Second, the ratio of health and living environment improvement expenditure in Mayor Cho's term was higher than that of Mayor Ko and Lee. Third, the ratio of social security expenditure in Mayor Cho's term was lower than that of Mayor Ko and Lee. Fourth, the ratio of housing development of local community expenditure in Mayor Lee's term was higher than that of Mayor Cho and Ko. Fifth, the ratio of development resources and storage the country expenditure in Mayor Cho's term was higher than that of Mayor Ko and Lee. Finally, the ratio of traffic management expenditure in Mayor Lee's term was lower than that of Mayor Cho and Ko.
