Abstract
The Manifesto movement took place for the first time in 2006 Korean Local Election(aka the "May 31st Local Election"). The aim of the Manifesto movement is to provide the general voters with the opportunity to cast their votes based upon their accurate evaluation of the political candidates’ policy positions. Various indicators such as the SELF, SMART, and FINE scores were developed to be employed to help voters evaluate candidates’ policies. This study aims to see whether the Manifesto scores indeed affected voters’ decisions on the mayoral and gubernatorial candidates. The results of analysis show that while the FINE scores turn out to have significant effects on the votes, the SMART scores do not have any significant effect on the votes. But, partisan and regional factors have consistent and strong effects across those two indicators on the votes. Hence, this study suggests that it is difficult to conclude that the Manifesto movement had a significant effect on the voters’ decisions in the local election.
