Abstract

The purpose of this study is to examine political effects of local election system change on the formation of local government and legislature and find its political implications in local elections held on May 31, 2006. In order to achieve this goal, this study compares election outcomes with the expectation derived from local election system change. Based on both survey and aggregate data, this study concludes that local election system change did not produce expected outcomes. Although party nomination system had a positive outcome derived from recruiting new members of local councils, it had a negative outcome that local councils were under the control of national politics. A multi-member district system adopted for local councils also produced different outcomes from the expectation. It resulted in not helping minor party candidates to be more elected, but increase of seat shares of major parties. Although the extension of proportional representation (PR) system into local councils was expected that more woman councilors were elected, election outcomes showed that only under 10% of woman representatives were elected in local councils.
