An Analysis of Efficiency, Productivity, and Convergence for 16 Korean Major Cities and Provinces Using DEA

Abstract
The purpose of this study is to measure and analyze the efficiency, productivity, and convergence for 16 Korean major cities and provinces after economic crisis in 1997 using data envelopment analysis(DEA). In methodology, input-oriented CCR and BCC models were employed for the efficiency measure in 1999 and 2006, and the Malmquist Index method was used for the productivity change from 1999 to 2006. This study is different from existing literature in that this paper not only used non-parametric approach to analyze efficiency and productivity of the Korean cities and provinces, but also it considered both the efficiency level and productivity. We found the following results: (1) The major cities and provinces did not converge in efficiency levels and labor productivity. (2) They diverged in technological progress, while they converged in capital deepening. It is expected that this study may provide useful information for future economic growth of the Korean major cities and provinces analyzed.
