Abstract
It is general understanding that government was too lazy and must be made more efficient; replacing government monopolies with private competition would improve everything about government. Of all of the privatization strategies that local governments have tried, contracting out is by far the most used and the most important. Contracting out has become part of mainstream of public management. Since the IMF crisis in 1997, the City of Seoul has expended to contract out providing public services. The city contracts with private organization to manage 'Tancheon Sewage Treatment' from 2000. So it is now necessary to estimate whether contracting out is effective or not. As results of evaluation, efficiency of contracting out is very positive. Of 14 indicators for evaluation, 10 indicators were 'very good' or 'good', 2 indicators got 'not so bad', and 2 indicators acquired 'a little bad' in the case of 'Tancheon Sewage Treatment'.
