Abstract
The Purpose of this study is to analyze Citizen Audit System(CAS) and find the way to reform it. Since local autonomy has been actualized, local democracy has been kept developing. But we could and can find the overuse of power by executives in local authorities. So, CAS had been designed to check the implementing power of local autonomy by Citizen through the Revision of Local Autonomy Act in 1999. At present 2002, CAS is adopted by all local authorities, but the operation of this system is not active. Since 2000, only 31 cases has been reported. This study explains the reason of this phenomenon as follows; 1) the strict restriction of number who solicits 2)the restriction of solicitor who has the right of request, 3)the lack of Public Relations, 4)the insufficient acts to correct errors, ets. So the reforming ways of CAS will be recommended as the conclusions.
