Abstract
The problems of the public nomination of political party of mayors are as the followings. First, mayors are forced to give money to the members of the regional political party, and so bad circulation of politics is continued. Second, it is difficult for mayors to refuse the various claims(esp., human affairs, public discontents, claims for money, etc.) of the surrounding members of the regional political party. Third, it is possible that the disqualified persons of the regional political party will be more elected than the capable and qualified men. Fourth, the efficiency and rationality of the public administration will be more lowered and reduced.
