An Analysis on the Cooperation by Sisterhood Relationship between Local Governments in Domestic Area

Abstract
This study is to research the realities of exchange co-operations between local governments, which is caused by setting up sisterhood relationship with another local government in interior of the country. According to Hall etc(Hall, et. al., 1977; Yep, 1974), a organization fundamentally assumes that inter-organizational co-operation help benefit the productivity in organization. This assumption seems to provoke sisterhood relationship between local governments. In order to research these phenomena, the researcher searched the formal homepage of each local authorities totally. Some of the important results are as follows: Firstly, 197 local authorities at present(2007.7) took sisterhood relationship with 2.7 the other one on the average. Secondly, these phenomena in Korea is noticeably devided by the variables of local autonomy. Namely, beyond 95% of total sisterhood relationship have set up since 1995, local autonomy restarted by direct election of the local government head. Thirdly, according to the purpose and the resources of cooperation, sisterhood relationship can be classified by eight category, and one of these category most visible is city-county relation type. Fourth, these relationships is developing from simple cooperation on cultural base to problem solving phase.
