지방하수도서비스에 대한 환경정의 실증 분석: -실질적 정의, 분배적 정의, 절차적 정의를 중심으로-

초록

본 연구는 지방하수도서비스가 환경정의 실현에 있어 집단 간 차이가 있는지 여러 집단으로 구분하고 이를 실증적으로 분석하였다. 다시 말해 환경정의를 실질적 정의, 분배적 정의, 절차적 정의 관점에서 이론적으로 논의하고 이와 관련 변수를 선정하여 집단 간 구분에 따른 차이와 상대적 기여도를 분석하였다. 분석대상은 2014년 기준 공공하수처리시설을 운영하는 지방자치단체 146개의 하수도서비스이며 집단 간 비교분석과 다변량 판별분석을 통해 검증하였다. 비교분석 결과, 집단 간 구분에 따라 분석결과가 상이하나 대체로 시지역, 인구규모가 큰 지역, 재정자립도 수준이 높은 지역이 하수도보급률과 하수도요금, 요금현실화율, 하수도 민원건수, 자치법규에 물 관련 주민협의회 및 위원회 설치여부가 더 높은 것으로 나타났다. 반면, 운영주체 및 운영방식에 따라 구분한 차이는 통계적으로 유의미하지 않는 것으로 나타났으며, 수도권의 물을 공급하는 한강유역에서 공공하수도보급률과 자치법규에 물 관련 주민협의회 및 위원회 설치여부가 더 높은 것으로 나타났다. 다변량 판별분석 결과를 종합해보면, 집단을 구분하는데 있어 대체로 하수도보급률, 하수도요금, 요금현실화율, 그리고 자치법규에 주민협의회 및 위원회 설치여부 변수의 판별력 및 상대적 중요도가 높은 것을 확인할 수 있었다. 이는 지방하수도서비스의 집단 간 차이와 집단 구분에 있어 상대적으로 환경정의의 분배적 정의와 절차적 정의 측면이 중요함을 의미한다. 따라서 지방하수도서비스 환경정의 실현을 위한 중앙정부 및 지방정부 차원의 정책적 논의가 필요할 것이다. 한편, 본 연구는 환경정의와 관련된 변수선정 및 데이터 수집의 어려움, 실증분석에 있어서 한계가 존재하나 기존의 규범적 연구 및 개별 사례연구와 달리 지방하수도서비스 환경정의에 대한 실증분석을 실시했다는 점에서 공헌이 크다고 판단된다. 향후 환경정의를 잘 설명하고 대표할 수 있는 변수개발에 힘쓰고 다양한 차원에서 분석해야할 필요가 있다.

Abstract

The study empirically analyzed the difference of realizing environmental justice between groups divided by local sewerage service level. In other words, the study made theoretical arguments about the environmental justice in perspective of substantial, distributive, and procedural justice, and adopted related variables to examine the distinction between groups. The target of analysis is the 146 local sewerage services, which operated by the local government, and verified by comparative study between groups and multivariate discriminant analysis. The result of comparative method implies that a city with large population and high level of financial independence, showed higher sewer system supply rate, sewage fee, rates of recovering costs from water prices, number of civil complaint, and establishment of residents’ council or committee according to the local statutes. And the outcome of analysis differs by distinction of each group. On the other hand, the distinction between the operating system and its method was not statistically significant, and the Han River basin, which supplies water to capital area, showed higher sewer system supply and establishment of residents’ council or committee according to the local statutes. Although its result is variant from distinction of each group, the multiple discriminant analysis model shows the discrimination and relative importance of variables (sewer system supply rate, sewage fee, rates of recovering costs from water prices, number of civil complaint, and establishment of residents’ council or committee according to the local statutes) are mostly high. This implies that the distributive justice and procedural justice are relatively important in order to explain the group difference of local sewage service. Therefore, a policy discussion on central and local government level is necessary, in order to realize the environmental justice. The study had limitations on selection of variables related to the environmental justice and difficulty of collecting data, nonetheless, different from existing normative or individual case study, the study has contribution of trying an empirical analysis of local sewerage service’s environmental justice. Developing a representative variable that explains the environmental justice and analyzing in diverse perspective would be necessary henceforward.
