온라인뱅킹은 은행의 고객이 인터넷회선을 통해 은행에서 제공하는 환경에서 금융거래를 수행하게 하는 전자금융시스템이다. 국내의 인터넷뱅킹의 개념은 IT기술의 발달로 1990년대부터 등장하였다. 최근 미국과 유럽에서는 인터넷전문은행이 설립되고 있는데, 기존의 은행과는 달리 인터넷전문은행은 물리적 지점이 없다는 점이 특징이다. 일반적으로 예대마진과 각종 수수료를 최소화하면서 수익을 내기 때문에 더 높은 이자율과 새로운 금융 서비스로 차별화를 내세우고 있다. 하지만 국내의 은행법에는 비금융회사가 지분을 4%이상 보유하지 못한다는 은산분리 규제가 존재하여 핀테크 기업의 인터넷전문은행 진출이 자유롭지 못하는 제약이 있다. 따라서 인터넷전문은행을 도입하기 위해서는 지분소유 제한을 포함한 규제완화가 필요한 상황이다. 금융위원회는 금융의 규제완화 및 핀테크 산업 육성을 위하여 인터넷전문은행을 도입하고자 직접 규제완화 계획을 발표하였고, 최근에는 인터넷전문은행 사업의 예비인가를 진행하였다. 심사단계에서는 혁신성, 지분현황, 사업의 안정성, 고객의 편의, 경쟁력 등의 요소를 고려할 것으로 전망된다.
Abstract
Online banking is an electronic payment system that enables customers of a financial institution to conduct financial transactions on a platform operated by the institution, such as a commercial bank. Internet banking is also referred as e-banking, virtual banking and by other terms. Such banking emerged in the 1990s with the advent of online banking technology. Recently, many banks are internet only banks(or Internet Primary Bank) in a developed country. Unlike their predecessors, these internet only banks do not maintain brick and mortar bank branches. Instead, they typically differentiate themselves by offering better interest rates and more extensive online banking features. The regulator is now working on lowering legal entry barriers, including stake ownership limits, which has banned non-financial firms from owning a more than 4 percent stake in a bank. The FSC has announced a plan to introduce the direct bank business as part of its efforts to deregulate the financial industry and foster the fast-growing Fin-Tech sector. Today Korea Financial authorities will start accepting preliminary applications for Internet-only banks, a new banking business platform. The authorities will look into five major qualifications, including innovation in business proposals, stability of shareholding structures and business models, contribution to the enhancement of financial customers’ convenience, contribution to the development and competitiveness of Korea’s financial industry and growth potentials for global expansion.
