제주특별자치도의 경제적 성과 분석: 통제집단합성법의 적용

이 논문은 2006년 제주특별자치도의 출범과 함께 진행된 지방분권화의 확대가 지역경제에 미친 영향을 살펴본다. 경제적 성과변수로 지역경제발전, 지방재정, 지역주민생활을 대표할 수 있는 1인당 지역내총생산, 1인당 지방세 징수액, 1인당 민간소비를 선정하고 통제집단합성법을 적용하여 인과적 정책효과를 분석한다. 여기서는 14개 광역시도에 가중치를 부여하여 합성된 통제집단인 ‘합성제주’의 성과변수 자료를 제주의 실제 자료와 비교 분석한 후 처치집단 위약효과 분석을 통해 유의성을 확인한다. 우선 1인당 지역내총생산의 경우 제주가 합성제주에 비해 2006년에서 2008년까지는 3~4% 낮아지고 2012년에서 2017년까지는 5~12% 높아지는 효과가 나타나지만 2018년 이후부터는 그 효과가 감소한다. 1인당 지방세의 경우도 출범 이후 2009년까지는 10~21% 낮아지고 이후 2013년부터 유의한 양의 효과가 나타나는데 2016-2018년에는 35~45%에 이르는 효과가 나타난다. 1인당 민간소비에서는 모든 연도에서 제주와 합성제주의 격차가 작고 유의하지 않은 것으로 확인된다.
Abstract
This paper examines the impacts of the launch of Jeju Special Self-Governing Province in 2006 on the regional economy. To measure economic outcomes we select per capita gross regional domestic product, per capita local tax collection, and per capita private consumption, each of which represents regional economic development, local finance, and the welfare of residents, and analyze treatment effects by applying the synthetic control method. Here, we obtain outcomes variable data for the synthetic control unit, ‘Synthetic Jeju’, by applying weights to 14 metropolitan cities and provinces, and then compare them with Jeju’s actual data. Then we test the significance of treatment effects through the treatment group placebo effects analysis. First, the per capita gross regional domestic product in Jeju decreases by 3-4% from 2006 to 2008 and increases by 5-12% from 2012 to 2017 compared to the Synthetic Jeju, but the effect decreases after 2018. Second, the local tax per capita decreases by 10-21% from the launch until 2009, and there is a significant positive effect since 2013, reaching 35-45% during 2016-2018. Third, the gap in private consumption per capita between Jeju and Synthetic Jeju is small and insignificant in all years.
