자기생산체계로서의 정치체계: 루만의 새로운 정치이해

초록

루만의 ‘새로운’ 정치이해의 핵심은 정치체계가 사회의 다른 여러 기능체계들 중 하나에 불과하다는 인식에 있다. 기능적으로 분화된 사회에서는 정치를 사회의 조종중심으로서, 윤리적 책임으로서 간주하는 것은 시대착오적이다. 정치는 자기생산체계로서 정치체계에 속한 커뮤니케이션의 일종에 불과하다. 정치의 본질은 존재하지 않는다. 정치 또한 다른 사회적 기능과 마찬가지로 사회적 필요로서 존재할 뿐이다. 루만의 탈전통적인, 기능적-구성적인 정치이해는 정치체계가 어떻게 스스로를 구성하는가를 설명하는 과정에서 잘 드러난다. 정치체계는 매체, 코드, 기능을 가지고 스스로를 형성하는 자기생산체계라는 것이다. 정치체계의 형성은 권력이라는 매체의 형성과 깊이 연관되어 있는데, 이때 권력은 억압의 수단이 아니라 커뮤니케이션을 위한 매체이다. 그리고 커뮤니케이션의 ‘기술화’를 위해서 매체는 코드화되어야 하는데, 정치체계는 권력우세/권력열세라는 코드에 근거하고 있다. 한 기능은 한 체계에 속한다는 체계분화의 개념에 따라 정치체계의 형성은 ‘집합적으로 구속하는 결정의 마련’이라는 기능의 특화에 또한 의존하고 있다. 이러한 루만의 ‘새로운’ 정치이해의 의의는 단순히 새로움을 넘어서서 정치의 패러다임을 바꾸는데 있다. 사회의 성격의 변화와 더불어 나타난 정치의 새로운 현실을 정확하게 파악하기 위해서는 정치의 우월성이라는 전통으로부터 벗어나야 할 때라는 것이다.

Abstract

The heart of Luhmann's new understanding of politics lies in the insight that the political system is only one of the various functional systems of a given society. He argues that it is out-dated to regard politics as the center of controling a society and the ethical responsibility in the functionally differentiated society. Politics is nothing other than a kind of communication which belongs to the political system. The nature of politics does not exist. It only exist as a social necessity such as the other social functions. We can understand better Luhmann's de-traditional, and functional- constructive understanding of politics, only if we know the process in which the political system is formed. It is an autopoietic system which forms itself with medium, code and function. The forming the political system relates deeply with the forming power as a medium. Here power is not understood as a means of restriction but a medium for communication. And the medium needs to be coded for being technicalized. The political system is based on the code in terms of power-superior/ power-inferior dimension. According to the concept of system-differentiation which means that one function belongs to one system, the political system depends also upon the specification of function, namely ‘to get ready collectively binding determination’. The significance of this new understanding on politics lies in changing the paradigm of politics. To exactly understand the new reality of politics which emerges with the changing character of a given society, we need to go beyond the traditional idea which has regarded politics as the superior one.
