이 글의 목적은 루만이 여론 개념을 어떻게 재구성하는지를 충실히 살펴보고, 나 아가 이론적, 실천적으로 쟁점이 될 부분들을 표시해두는 데 있다. 내가 이 개념에 특히 주목하는 이유는 다음의 세 가지이다. 첫째, 이 개념의 재구성에서 루만의 인지주의적이고 탈규범주의적인 이론적 경향이 매우 잘 드러난다. 둘째, 이 개념의 재구성은 루만의 사회이론, 조금 더 좁게는 그의 정치이론의 설명력에 대한 하나의 시금석이 될 수 있다. 여론에 대한 규범주의적 해석이 우세한 여건에서, 관련 현상들을 탈규범주의적 입장에서 성공적으로 번역해낼 수 있다면 그의 사회이론은 그만큼 더 설득력을 가질 것이다. 셋째, 루만의 이론이 정치적 실천의 문제와 관련하여 갖는 함의의 한 중요한 측면을 볼 수 있다. 여론에 대한 견해는 민주주의에 대한 견해와 불가분의 관계에 있기 때문이다. 나는 이 글에서의 논의를 훨씬 더 널리 알려진 비판이론 진영에서의 여론 개념과의 본격인 비교를 위한 준비 작업으로 이해하고 있다. 그리고 이 글이 단념하고 싶지 않은 하나의 부수적 효과는, 도무지 체계이론으로 포섭하기 어려울 것 같은 개념들을 체계이론의 틀로 번역하고 재구성해내는 루만의 솜씨를 경험하는 것이다.
Abstract
The purpose of this paper is to investigate how Niklas Luhmann reconstructs the concept of public opinion according to the systems-theoretical framework, and to identify its theoretical and practical implications. His reconstruction is particularly noteworthy for the following three reasons: Firstly, it reveals his cognitive and non-normative point of view with effect. Secondly, it has the potential to be a foundation for the plausibility of his theory of society, a little more narrowly, of his political theory. His theory of society would be more convincing, if it can successfully reformulate phenomena related to public opinion from the non- normative perspective. Lastly, some implications of his theory for political practice can be read off from his reconstruction, since his views on public opinion and democracy are closely related. I regard this paper as a preparation for a systematic comparison of his view with a more widely known concept of public opinion from the so called critical theory camp. Moreover, one incidental effect of this paper is to help readers to experience his skillfulness in handling some concepts, which seem hardly tractable in line with the systems-theoretical framework.
