이글의 목적은 국제질서 주도권을 둘러싼 오늘날 미중 담론 경쟁의 근저에 존재 하는 ‘국제의 이념’, 즉 바람직한 국제질서의 상은 과연 무엇인가를 규명하고 이에 대해 비판적으로 검토하는 데 있다. 물론 이러한 작업은 과연 우리는 향후 어떤 국 제질서를 희망하고 표방할 것인가 하는 문제와도 결코 분리될 수 없을 것이다. 국 제질서 주도권을 둘러싸고 경쟁하는 미국과 중국이 각각 추구하고 있는 국제의 이 념에 대한 일정한 비판적 거리두기와 평가가 가능할 때 우리는 규범 경쟁의 영역에 서도 어느 한편에 일방적으로 편승하지 않으면서 우리 나름의 자율성의 공간을 확 보할 수 있을 것이다. 이를 위해 먼저 2절에서는 국제질서 주도권을 둘러싼 미중 담론 경쟁 구도를 살 펴본 후 그 근저에 존재하는 국제의 이념으로 각각 칸트의 평화연맹과 자오팅양의 천하체계를 제시한다. 3절에서는 칸트의 평화연맹 구상에 대한 자오팅양의 비판적 평가와 그가 제시하는 천하체계라는 대안을 구체적으로 살펴보고 이에 대해 검토한 다. 마지막 4절에서는 이상의 논의를 바탕으로 오늘날 우리는 과연 어떤 국제의 이 념을 희망하고 표방할 수 있는지에 대한 시론적 성찰을 시도한다. 여기서는 보편가 치와 규칙의 포용적 적용과 실현 노력을 오늘날 국제의 이념을 둘러싼 경쟁에 대한 대응방안으로 제안한다.
Abstract
The purpose of this article is to identify and critically review the ideal of world order which exists at the root of today's discourse competition between the US and China surrounding the initiative of the international order. Of course, these works will never be separated from the question of what kind of international order we hope for and advocate in the future. When a certain critical distance and evaluation of the ideal of world order pursued by the US and China, which compete for the leadership of the international order, is possible, we will not unilaterally jump on either side in the field of normative competition, but will exercise our own autonomy. To this end, Section 2 first examined the structure of the discourse competition between the US and China surrounding the initiative of the international order, and then presented Kant's league of peace and Zhao Tingyang's Tianxia system as the underlying ideal of world order, respectively. In Section 3, Zhao Tingyang's critical evaluation of Kant's ideal of league of peace and the alternative of the tianxia system he proposes were examined in detail and reviewed. In the last section 4, based on the discussion above, I attempted an introductory reflection on what kind of ideal of world order we can hope for and advocate today. Here, inclusive application and realization efforts of universal values and rules were proposed as countermeasures against today's international ideological competition.
