여성가족부, 보건복지부, 고용노동부 등의 정부 여러 부처들에서는 소외계층을 위해 다영한 정책을 펼치고 있고 미래창조과학부와 통상산업부 등에서도 취약계층 지원 R&D 사업을 발표하며 진행하고 있으나[16] 각 부처별로 개별적으로 정책이 추진됨으로써 소외계층의 범위 및 정의가 체계적으로 정비되어 있지 않은 상태이다. 사회ㆍ경제적으로 소외되는 인구가 증가하고 있고 이들을 위한 이러한 정부 정책 확대는 건강한 사회 유지를 위한 중요한 요소가 되었다. 본 연구에서는 사회적 배제와 소외계층에 대하여 국내외 기관들의 정의와 관련 문헌조사, 각종 보도자료 및 세부 법률을 체계적으로 분석하여 새롭게 정의를 시도하였다. 보건복지부에서 운영하는 대한민국 대표복지포털 복지로에서 제공하는 복지 수혜대상자 분류표[26]를 기준으로 한국과학기술평가원 및 주요 논문들도 참고하였다. 주요 기관의 소외계층 및 취약계층 정의를 살펴보고 이를 지원하기 위한 착한기술과 적정기술에 대해 고찰하고 소외계층이나 취약계층에게 어떻게 잘 적용할 수 있는지에 대한 방안을 제시하고자 한다.
Abstract
The Ministry of Gender Equality and Family, the Ministry of Health and Welfare, and the Ministry of Employment and Labor are implementing various policies for the underprivileged, while the Ministry of Creation Science and Ministry of Trade and Industry also announce R & As policies are promoted individually, the scope and definition of the marginalized are not systematically organized. The number of socially and economically marginalized people is increasing, and the expansion of government policies for them has become an important factor for maintaining a healthy society. In this study, we attempted to define the social exclusion and the definition of domestic and foreign institutions related to the marginalized people, the literature survey, press releases and detailed laws systematically. The Korea Institute of Science and Technology Evaluation and the major papers were also reviewed based on the welfare recipient classification table [26] provided by the welfare portal welfare portal in Korea operated by the Ministry of Health and Welfare. We will look at the definition of vulnerable classes and major classes of poor and vulnerable groups, examine good technologies and appropriate technologies to support them, and present ways of how they can be applied to the underprivileged or underprivileged.
